Article 1
All participants who sign up for or accept the invitation to participate in the International Panorama of the 12th Silk Road International Film Festival are deemed to be bound by this regulation.
Article 2
To implement the Belt and Road initiative, carry forward the Silk Road spirit, promote the Silk Road culture and people-to-people ties, we worked passionately to build an international platform for film exchange and cooperation, foster film and television and related industries. We see film as a bond and the festival a window to highlight the characteristics of Maritime Silk Road, the ocean and the strait. With an aim to tell the story of China, spread the voice of China, and showcase the true, and comprehensive image of China to the world, we strive to develop the Silk Road International Film Festival into an internationally-renowned platform for better promoting the cultural exchanges between China and the countries along the Belt and Road and the world.
Article 3
The Silk Road International Film Festival is held annually by and rotating between Fuzhou in Fujian Province and Xi'an in Shaanxi Province. The 12th Silk Road International Film Festival will be held in Fuzhou, Fujian Province in September 2025.
Article 4
The Festival chooses and invites the films which will be presented in panorama.
The dramas, cartoons and documentaries that meet the following conditions are eligible for Panorama:
1. Film that has been completed after January 1, 2024, except feature programs.
2. Give priority to world premieres and international premieres that have not been publicly screened in countries or regions outside the main producing country of the film. Films exhibited in China must obtain a public screening license.
3.The minimum running time for feature film is 70 minutes.

Article 5
No film selected may be withdrawn for any reason from the Festival once its participation has been officially confirmed by the submitter. During the film festival, the Organizing Committee is entitled to obtain authorization from all the film participants the right to screen films at the designated location.
Article 6
Films in languages other than English must be subtitled in English. The subtitling expenses are the responsibility of the producers. The producers must provide the Festival with complete English subtitled lists which accord with those on the DCP. For versions not corresponding exactly to this definition, the Festival will decide unilaterally whether the films in question are acceptable. All films will be electronically subtitled in Chinese during the Festival. Translation of subtitles from English to Chinese and the screening of the subtitles will be complimentarily operated by the Festival.
Article 7
The film festival welcomes producers or publishers of the selected films to fully take advantage of festival to promote the films and post movie posters at designated venues of the festival. The submitter is hereby required to provide the Festival with certain amount of posters, pamphlets, stills and trailers.
Article 8
In order to be eligible for selection, a film must be submitted to the Festival no later than June 31, 2025.
We require a screener in the format of DVD for preview, content must be consistent with the DCP. Screeners may be sent to the following address by July 5, 2025:

Article 9
After receiving the invitation, more documentation from each submitter on selected film including film stills, posters, photo of director and cast as well as film trailer must reach the Festival before Aug 5, 2025. If the corresponding promotional materials are not delivered within the time limit, it shall be deemed as renouncing the right for participation.
DCP of the selected films must reach the Festival before Aug 31, 2025. It is obligatory for the participant to follow the shipping instructions which accompany notification of film selection into the Festival.
Article 10
All deadlines mentioned in Articles 8 and 9 must be obeyed.
Article 11
The submitters of the selected films are required to deliver films complying with the specifications for DCP used by the cinema.
Article 12
All expenses for the transport of screener to the Festival, including custom fees and insurance, are shouldered by the Festival.
The Festival covers outbound shipping and insurance fee (excluding storage and custom fees when DCP is delivered to the country where the submitter is located), and pays for the insurance and storage during the period from the receipt of the DCPs to the return of the DCPs to the Forwarding Agent.
In case of damage to or loss of the DCPs during the period from the receipt of the DCPs to the delivery of DCPs by the Forwarding Agent, the Festival is only responsible for the costs involved in making a new DCP according to the current laboratory rates for ordering a standard DCP.
Article 13
All the film DCPs must be addressed as follows:

The Festival must be notified of film titles, film format (DCP), date and way of delivery as well as the air waybill and address when the films are sent.
DCPs will be returned to the address indicated by the submitter within two weeks of the end of the Festival.
Article 14
A number of the directors and the main crew of the selected films will be invited to attend relevant programs of the 12th Silk Road International Film Festival.
Article 15
The Festival maintains the right to decide all cases not provided in these Regulations, taking into account the clauses of the FIAPF International Regulations.
Article 16
Participation in the Festival implies adherence to the regulations as here set out. It is the responsibility of producers, distributors, or other organizations submitting a film to ensure that they are legitimately entitled to enter a film in the Festival. The producers, distributors, or other organizations submitting a film must ensure legal rights to all content related to the film, including the film, film posters and copyright of music, right of names of cast and portrait rights and there are no outstanding disputes concerning copyright and portrait rights. If any loss is caused to the Festival by a third party claim to the film thereby, the film submitter shall be held liable for infringement.
